The Playing Field
The area within which the ball may be legally played and fielded. A ball is considered “outside the playing field” when it touches the ground, person on the ground, or object outside the playing area.

Ground of Special Rules
Ground or special rules establishing the limits of the playing field may be agreed upon by league, Umpires or opposing teams, whenever backstops, fences, stands, vehicles, spectators, or other obstructions are within the prescribed area.

Official BBSC Diamond Base Lines
19.81m (65 ft)

Official BBSC Diamond Pitching Distances
14.m (46 ft) for Men and 12.19m-14.m(40-46ft) for Women. It is recommended the women try to pitch as far to 46’ as possible for safety. If during the game, the base distance or the pitching distance is found to be at the wrong distance, correct the error at the start of the next full inning and continue playing the game.

Diamond Layout
Refer to drawing showing official dimensions of softball diamond. This section serves as an example for laying out a diamond with 19.81m (65 ft) bases and a 14m (46 ft) pitching distance.

The Pitcher's Plate shall be (24 in) long and 15.2cm (6 in) wide. The top of the plate shall be level with the ground. The lines that define an area are part of that area.
The Bases other than home plate, shall be 38.1cm (15 in) square and shall be made of canvas or other suitable material, and not more than 12.7cm (5 in) in thickness. The bases should be securely fastened in position.
The Double Base is approved for use at first base. This base is 38.1cm by 76.2cm (15 in by 30 in), made of canvas or other suitable material and no more than 12.7cm (5 in) in thickness. Half the base is secured in fair territory, and half the base (of a different solid contrasting color WHITE/ORANGE) is secured in foul territory.

The Double Base

A batted ball hitting the fair portion is declared fair, and a batted ball hitting the foul portion only is declared foul.
If a play is made at first base on any batted ball, or the batter runs on a dropped third strike, and the batter-runner touches only the fair portion, and if the defense appeals prior to the batter-runner returning to first base, the batter-runner is out. This is treated the same as missing the base.
A defensive player must use only the fair portion of the base at all times. EXCEPTION: On any live ball play made from first base foul territory, the batter-runner and the defensive player may use either base. When the defensive player uses the foul portion of the double base, the batter-runner can run in fair territory and if hit by a throw from the foul side of first base, it would not be interference. If intentional interference is ruled, the batter-runner would be out.
After over-running the base, the batter-runner must return to the fair portion.
On balls hit to the outfield when there is no play being made at the double base, the batter-runner may touch either portion of the base.
When tagging up on a fly ball, the fair portion must be used.
Once a runner returns to the fair portion, should he stand on the foul portion only, it is considered not in contact with the base and the runner shall be called out, if:
1. The player is tagged with the ball, or
2. The player leads off from the foul portion on a pitched ball.

The Official Bat
All bats are to be approved by the umpires.

Each bat shall be marked by the manufacturer in a prominent manner to be easily visible: “OFFICIAL APPROVED SOFTBALL” or other notification as may be selected and approved by BBSC.
All bats must have one of the symbols below to be eligible for play. Any bat that appears on the WBSC Softball Approved Bat List and has a current ISF certification stamp (2005 only), or that appears on the USA Softball Approved Bat List and has an ASA 2000 or 2004 certification stamp, will also be accepted for play.
If the approval notice cannot be read due to wear on the bat, the bat may still be permitted in play if it is following the Rules in all other respects and that compliance is determinable with reasonable certainty.
The weight, distribution of weight, or length of the bat must be permanently fixed at the time of manufacture and may not be altered in any way thereafter, except as otherwise specifically provided in these rules.
The official bat shall not be an ‘Altered Bat.’ The weight, distribution of weight, and length of the bat, as well as all other characteristics of the bat must be permanently fixed at the time of manufacture and may not be altered in any way thereafter. If in doubt please speak with the umpire.

The Official Softball
Shall be a regular, smooth-seamed, concealed stitched or flat surfaced ball as approved by BBSC.

Gloves & Mitts
Any player may wear a glove, but only the catcher, first baseman or the pitcher may use a trapper. Gloves with white, gray, or yellow optic circles on the outside, giving the appearance of a ball, are illegal for all players.

Shoes
All players must wear shoes. A shoe shall be considered official if it is made with either canvas or leather uppers or similar materials. The soles may be either smooth or have soft or hard rubber cleats. Cleats are recommended. No hard plastic, nylon or polyurethane spikes similar to a metal sole and heel plate are allowed in any division at any level of play.

Masks
New for 2020, all pitchers must wear a protective face mask.

All catchers must wear masks and helmet.
Catchers (or other members of the defensive team) must wear a mask and helmet while receiving warm-up pitches from the pitching plate, or in the warm-up area. If the person catching the pitch will not wear the mask, they must be replaced by a person who will do so.
Any defensive or offensive player can wear an approved plastic face mask/guard. Face masks/guards that are cracked or deformed, or if padding has deteriorated or is missing, are prohibited from use and must be removed from the game.
Goalie style face masks are approved for use by catchers.

Body Protectors
All catchers must wear a body protector.

Shin Guards
Catchers must wear shin guards that will offer protection to the kneecap.

Helmets
Any helmets that are broken, cracked, dented, or altered are prohibited, and must be removed from the game.

Helmets are mandatory on offense for batters, on-deck batters, batter-runners, runners
1. Failure to wear the batting helmet when ordered to do so by the umpire shall cause said player to be declared out.
2. Deliberately wearing the helmet improperly or deliberately removing the helmet during a live ball play, except on a home run hit over the fence, and seen by the umpire as a deliberate act shall cause the violator to be declared out immediately. The ball remains live.
3. EXCEPTION; If a thrown or batted ball contacts the deliberately removed helmet, the ball becomes dead and runners must return to the last base held at the time of such contact.
4. Calling a runner out for removing a helmet deliberately does not cancel any force play situation.
If a helmet is accidentally dislodged from its proper place on a batter, batter-runner or runner, there is no penalty and the ball remains live.
If a thrown or batted ball hits the helmet while it is detached from its proper place on the person and this contact interferes with the play being made, or a defensive player comes in contact with the helmet while it is on the ground and this contact prevents him from making a play, the ball is dead, the offensive player who was wearing the helmet shall be called out, even if they had scored and the run is nullified.

Equipment on playing field
No equipment shall be left lying on the field, either in fair or foul territory.

The ball is dead if it contacts the loose equipment.
For offensive equipment causing a blocked ball (and creating interference), the player being played on is out.
If no apparent play is obvious, no runner will be called out, but all runners will return to the last base touched at the time of the dead ball declaration.

Uniform
All players on a team shall wear uniforms alike in color, trim and style.

Casts, Jewellery, and Metal

Casts (plaster, metal or other hard substances in its final form) may not be worn in a game.
Any exposed metal (other than a cast) may be considered legal if adequately covered by a soft material, taped and approved by the umpire.
It is strongly recommended that jewellery, watches, rings, necklaces and earrings larger than single finger diameter be removed.
Medical alert bracelets or necklaces, should be worn. Medical alert bracelets and/or necklaces are not considered jewelry.

All Equipment
Notwithstanding the foregoing, the sanctioning body reserves the right to withhold or withdraw approval of any equipment which, in their sole determination, significantly changes the character of the game, affects the safety of participants or spectators, or renders a player's performance more a product of their equipment rather than individual skill.

COACHES/TEAM REPRESENTATIVES
An offensive team coach/rep (base coach) is an eligible member of the team who takes their place on the field, within a five-foot perimeter of first or third base. All individuals must be BBSC paid members or a volunteer, and only paid BBSC members may speak with an Official.

Two coaches are allowed to give words of assistance to the members of their team while at bat.
One shall be stationed near first base and one near third base and they are obligated to stay within the imaginary confines of their respective coach’s box.
EXCEPTION: A base coach may leave the coach’s box to signal a runner to slide, advance or return to a base, or move out of a fielder’s way, as long as they do not interfere with the play or touch the runner.
A base coach may address only their team members.
Any infraction will result in the ejection of the coach after a warning.

ROSTERS
A player’s name shall not be on the starting line-up, unless the player is present in the team area.

Eligible roster members may be added to the list at any time during the game. All players in attendance, health/injured or otherwise must be written on the score sheet.
The name of the team must be noted on the roster, date and time of game.
Teams may add up to 4 POOL players to field a qualified team (9 players for Men, 10 players for Women)

PLAYERS
A Modified Fast Pitch team shall consist of 9 players (Men) or 10 players (Women) in the following positions:

Pitcher (F1), catcher (F2), first baseman (F3), second baseman (F4), third baseman(F5), shortstop (F6), left fielder (F7), center fielder (F8) and right fielder (F9), Rover (F10-w).

Players of the team in the field may be stationed anywhere on fair territory, except the catcher, who must be in the catcher's box, and the pitcher, who must be in a legal pitching position at the start of each pitch.
A team must have the required number of players present in the team area to start or continue a game, otherwise the game is forfeited.
Players must play in a minimum of 60% of the regular season games to be eligible to participate in the playoffs.

SUBSTITUTES/ILLEGAL PLAYERS
Pitchers playing in an above division are not allowed to pitch down a division.

ILLEGAL PLAYERS (OFFENSE)
If the illegal player/Out of order batter is discovered by the defense:

While the illegal player is at bat, the illegal Player is “Declared Ineligible”, an appropriate better shall resume the ball and strike count. Any advance of runners while the Illegal Player is at bat, shall be deemed illegal.
After the Illegal Player has completed a turn at bat, and before the next legal or illegal pitch, before the defensive team has left the field, or before the umpires have left the game, the Illegal Player is called out and “Declared Ineligible.” Any advance of runners as a result of the Illegal Player becoming a batter-runner is nullified. Any additional outs that were recorded on the play will stand.
If the player is in the game illegally as a runner, and it is brought to the attention of the umpire before the next legal or illegal pitch has been thrown or a play made, this is a correctable situation.
If the player is in the game illegally as a runner, and is discovered after a legal or illegal pitch has been thrown, or a play made, the player is “Declared Ineligible” and replaced on the base, by the last recorded out.
No team shall use a player whom is not registered to their own team, nor shall a team use an unregistered player to participate in a game. All players/subs must be BBSC members. Teams may use up to 4 POOL players.
Teams found to have unregistered players after a protest has been made, will be found to have forfeited the game due to misconduct and may face further repercussions.

DISPUTED CALLS: Any team member disputing any judgment decision by an umpire will constitute a team warning. Any repeat offense shall result in the ejection of that team member.

REPLACEMENT PLAYERS: In the event of any player bleeding during the game, that player must be withdrawn from the game if the bleeding cannot be stopped within a reasonable time, or their uniform becomes covered with blood.

The withdrawn player shall not return to the game until all bleeding ceases, the injury cleaned and covered and, if necessary, uniform replaced.
The withdrawn player shall be replaced by another eligible Player, who may act for the withdrawn player for the remainder of the inning in progress (i.e., until the end of the inning of the team batting).
As long as the minimum number (7) seven players remain, the game can continue.

FITNESS OF THE GROUNDS
The fitness of the ground for a game shall be decided by the head umpire.

REGULATION GAME
A regulation game shall consist of seven innings.

A game that is tied at the end of seven innings shall be continued by playing an additional inning, time permitting.
A game called by the umpire shall be regulation if at least 3 (if the home team leading) or up to 7 or more complete innings have been played. The umpire is empowered to call a game at any time because of darkness, rain, fire, panic or other cause, which puts the patrons or players in peril.
A regulation tie game shall be declared if the score is equal when the game is called, or if the team second at bat has equaled the score of the first team at bat in the incomplete inning.
These provisions do not apply to any acts on the part of players or spectators, which might call for forfeiture of the game. The plate umpire may forfeit the game if any team member or spectator physically attacks any umpire.

GROUNDS FOR FORFEIT
The plate umpire shall declare a forfeit in favor of the team not at fault in the following cases:

If a team fails to appear on the field or, being on the field, refuses to begin a game for which it is scheduled or assigned at the time scheduled or within a time set for forfeitures by BBSC.
If, after the game has begun, one side refuses to continue to play, unless the game has been suspended or terminated by the umpire.
If, after the umpire has suspended play, one side fails to resume playing within two minutes after the umpire has called "PLAY BALL."
If a team employs tactics designed to delay or to hasten the game.
If, after warning by the umpire, any one of the rules of the game is willfully violated.
If the order for the removal or ejection of a player or any person authorized to sit on the team bench is not obeyed within 2 minutes.
If, because of the removal or ejection of the players from the game by the umpire or for any cause there are less than the required minimum to continue.
If a declared Ineligible Player re-enters the game and one pitch has been thrown.
If an ejected player/coach/manager is discovered participating in the game again or refuses to leave the park after having been told to do so.

WINNER OF GAME
The winner of the game shall be the team that scores more runs in a regulation game.

The score of a called regulation game shall be the score at the end of the last complete inning, unless the team second at bat has scored more runs than the first team at bat in the incomplete inning. In this case, the score shall be that of the incomplete inning.
The score of a forfeited game shall be 7-0 in favor of the team not at fault.

TIE-BREAKER (PLAYOFFS ONLY)
Starting with the top of the eighth inning, and each half inning thereafter, the offensive team shall begin its turn at bat with the player who is scheduled to bat ninth (in that respective half-inning being placed on second base.

The player who is running can be substituted in accordance with the substitution rules.
If an incorrect runner in the line-up is placed on second base, this error may be corrected as soon as it is noticed. There is no penalty.

SCORING OF RUNS
One run shall be scored each time a runner legally touches first, second, third bases and home plate before the third out of the inning. EXCEPTION: When the tie-breaker is used, the runner starting at second base does not have to touch first base in order for a legal run to be scored.

In order to ensure a more balanced and exciting game, a maximum of SIX (6) runs can be scored by a team in one inning, FROM INNINGS 1 THROUGH 4. For innings 5,6,7 no run limitation.
Once SIX runs have been scored, the inning is declared to be over. If a player is still “at bat” while the SIXTH run is scored they will be the first “at bat” the next inning
The MERCY RULE is imposed, after the FIFTH OR SIXTH (5 OR 6) inning, if a team leads by 18 runs.
A run shall not be scored if the third out of the inning is a result of:
1. The batter-runner being put out before legally touching first base.
2. A runner being forced out (including on an appeal play) due to the batter becoming a batter-runner.
3. The runner fails to keep contact with the base to which he is entitled until a pitch is batted or reached home plate.
4. A preceding runner being declared out.
Team reps for both teams will be responsible for keeping score.
1. After each 2 innings of play the scores shall be compared for to avoid discrepancies.
2. In the event of a discrepancy the umpires score will stand.
3. Score keepers will review final scores and UMPIRE to sign the WINNING scoresheet.

Premliminaries
Before commencing the delivery (pitch), the pitcher:

May not take the pitching position on or near the pitcher's plate without having the ball in their possession.
Shall not be considered in the pitching position unless the catcher is in position to receive the pitch.
Must, after taking the signal, bring their body to a full and complete stop with the ball held in both hands in front of the body. This position must be held for five (5) seconds before releasing the ball.

Legal Delivery (Modified Pitching Regulations):

The pitching action must resemble that of a straight bowling motion or a figure eight, NO BEND IN THE ELBOW AT THE PEAK OF THE BACKSWING. Arm cannot rise above the shoulder on the back swing.
At no time can a pitcher’s arm be more then (1’) one foot from the leg or body.
At least ONE FOOT must start on the rubber with one clear step forward (no stepping to the side OR BACK if starting with Both Feet on the rubber). A Foot can drag after release of the ball, hop step is ILLEGAL.
The pitcher may release the ball PALM facing down. No windmill or sling-shot type pitch is permitted.
Pitchers MUST WEAR A FACE MASK WHILE PITCHING. Pitchers can also use a Trapper or glove.
Pitchers may pitch up a division as a sub, but not drop to a lower division to pitch as a sub.
A player may register on more than 1 team. However, Pitchers can only pitch for 1 team. They are not allowed to pitch for multiple teams they are registered on.

CHARGED DEFENSIVE CONFERENCES
One charged conference per inning will remain in effect before a pitcher must be removed from the pitching position. A second conference will result in the pitcher being removed from the mound.

THE CATCHER
Must remain within the catcher's box until the pitch is released.

Shall return the ball directly to the pitcher after each pitch, including after a foul ball.
EXCEPTION: This does not apply
1. After a strikeout, or
2. When the batter becomes a batter-runner, or
3. When there are runners on base, or
4. When a foul ball is fielded close to the foul line and the catcher throws to any base for a possible out,
5. When, on a checked swing on a dropped third strike situation, the catcher throws to first base to retire the batter- runner.

Intentional Walk:
If the pitcher desires to walk a batter intentionally they may do so by notifying the plate umpire who shall award the batter first base.

The pitcher’s notification to the umpire shall be considered a pitch.
The notification can occur at any time prior to a batter beginning and ending their time at bat regardless of the count.
The ball is dead and runners cannot advance unless forced.

Warm-up Pitches
At the beginning of the first inning for both teams, or when a pitcher relieves another, not more than one minute may be used to deliver not more than five pitches to the catcher or another team member.

At the start of each half inning (after the first inning), the pitcher shall be allowed only three warm-up pitches to warm up.
EXCEPTION: This does not apply if the umpire delays the start, or resumption, of play due to substitution, conference, injuries, etc.
A pitcher returning to pitch in the same half inning will not be entitled to warm-up pitches.

No Pitch
When No Pitch is declared, the ball is dead, and all subsequent action on that pitch is cancelled. No pitch shall be declared under the following conditions:

The pitcher pitches during a suspension of play.
The pitcher attempts a quick return of the ball
1. Before the batter has taken their position, or
2. When the batter is off balance as a result of a previous pitch.
A runner is called out for leaving a base prior to the pitcher releasing the pitch and the ball crossing the plate.
The pitcher pitches before a runner has retouched their base after a foul ball has been declared and the ball is dead.
A player, rep, or coach:
1. Calls "Time", or
2. Employs any other word or phrase, or
3. Commits any act while the ball is alive and in play
4. for the obvious purpose of trying to make the pitcher commit an illegal pitch.
A warning shall be issued to the offending team, and a repeat of this type act by any member of the team warned shall result in the offender being ejected from the game.

Dropped Ball
If the ball slips from the pitcher's hand during their delivery: A ball is declared on the batter, the ball will remain in play, and the runners may advance at their own risk.

The On-Deck Batter
At the start of an inning is the lead-off batter, who must remain on-deck until called to the batter’s box.

Once an inning has started, the next offensive player in the batting line-up is the next player to enter the batter’s box, and shall take a position within the on-deck area.

Leaving the On-Deck Circle
A batter may leave the on-deck circle:

When he becomes the batter, or
To direct runners advancing from third to home plate, or
To avoid possible interference on fly ball or overthrown ball.

On-Deck Interference
The On-Deck Batter may not interfere with the defensive player's opportunity to make a play. If interference occurs, the ball is dead and:

If interference is with a defensive fielder’s attempt to retire a runner:
1. The runner closest to home plate at the time of the interference shall be called out, and
2. Other runners are returned to the last base held at the time of the interference, unless forced because the batter became a runner.
If interference is with a defensive fielder attempting to catch a fly ball, or with a fly ball that a fielder is attempting to catch,
1. The batter-runner shall be called out, and
2. Runners are returned to the base held at the time of the pitch.

Batting Order
The batting order of each team must be on the score sheet/line-up card and must be delivered before the game by the coach or rep to the plate umpire.

The batting order delivered to the umpire must be followed throughout the game unless a player is removed due to injury, at which point all players move up one position in the batting order.
The first batter in each inning shall be the batter whose name follows that of the last player who completed a turn at bat in the preceding inning.

Batting Out-of-Order
Batting out-of-order is an appeal play that may be made by the coach/rep only.

If the error is discovered while the incorrect batter is at bat:
1. The correct batter may legally take their place, and assume the ball and strike count of the incorrect batter.
2. Any runs scored or bases run while the incorrect batter is at bat shall be legal.
If the error is discovered after the incorrect batter has completed their turn at bat and before a legal or illegal pitch has been made to another batter:
1. The player who should have batted is out.
2. Any advance or score made as a result of the improper batter becoming a batter-runner shall be nullified.
3. Any out that is made prior to discovering this infraction, remains out.
4. The next batter is the player whose name follows that of the player called out for failing to bat. If the next player was the incorrect batter who was called out, go to the next person in the line-up.
5. If the batter declared out under these circumstances is the third out, the correct batter in the next inning shall be the player who would have come to bat had the player been put out by ordinary play.
6. If the third out is made on a runner prior to the discovery of the infraction, an appeal may still be made in order to reinstate the correct batting order. This appeal, if made, does not result in an additional out.
If the error is discovered after the first legal or illegal pitch to the next batter:
1. The turn at bat of the incorrect batter is legal.
2. All runs scored and bases run are legal.
3. The next batter in order shall be the one whose name follows that of the incorrect batter.
4. No one is called out for failure to bat.
5. Players who have not batted and who have not been called out have lost their turn at bat until reached again in the regular order.
No runner shall be removed from the base they are occupying to bat in proper place. The player merely misses their turn at bat with no penalty. The batter following in the batting order becomes the legal batter.
1. EXCEPTION: The batter-runner who has been taken off the base by the umpire as in Section bII above.
2. When the third out in an inning is made before the batter has completed the turn at bat, that batter shall be the first batter in the next inning, and the ball and strike count shall be cancelled.
A player arriving late, will be placed at the bottom of the batting order, starting the next full inning.

Batters with Limiting Physical Conditions must reach at a minimum first base, prior to requesting a replacement runner. The replacement runner should be the last out in the inning.

Batting Position
The batter must take their position in the batter’s box within 30 seconds after the umpire has declared “Play Ball:”

If the batter does not take their position in the batter’s box within 30 seconds after the umpire has declared “Play Ball”:
1. The umpire shall call a strike
2. A pitch does not need to be thrown
3. The ball becomes dead.
The batter must have both feet completely within the batter's box (3 feet to the rear of the plate and 4ft to the front and 3ft wide).

Leaving the Batter's Box

The batter can leave the batter’s box;
1. If the ball is hit fair or foul.
2. On the swing, slap or check swing.
3. If forced out of the box by a pitch.
4. On a wild pitch or passed ball.
5. If there is an attempted play at the plate.
6. If time out has been called.
7. If the pitcher leaves the eight-foot circle or the catcher leaves the catcher’s box.
If the batter leaves the batter’s box, delays play, and none of these exceptions apply:
1. The umpire shall call a strike.
2. No pitch has to be thrown.
3. The ball is dead.

Types of Strikes:
A strike is called by the umpire:

For each legally pitched ball entering the strike zone (a ball consistently staying between the knees and armpits of a batter) before touching the ground and at which the batter does not swing.
1. EXCEPTION: It is not a strike if the pitched ball touches home plate and is not swung at.
2. The batter cannot legally swing at any pitched ball that hits the ground or plate. However, if the batter swings and misses the pitch prior to the ball hitting the ground or plate, it is a strike.
For each pitched ball including an illegal pitch, struck at and missed by the batter.
1. The batter cannot legally swing at any pitched ball that hits the ground or plate. However, if the batter swings and misses the pitch prior to the ball hitting the ground or plate, it is a strike.
For each foul tip.
For each foul ball when the batter has less than two strikes.
For each pitched ball struck at and missed which touches any part of the batter.
When any part of the batter's person or clothing is hit with their own-batted ball when they are in the batter's box and he has less than two strikes.
When a pitched ball hits the batter while the ball is in the strike zone.
When the batter fails to enter the batter's box within 15 seconds after the umpire calls "PLAY BALL."

When a Strike Occurs: refer to the section titled Types of Strikes.

When strike type a or b occurs:
1. The ball is dead.
2. Runners may not advance.
When strike type c occurs:
1. The ball is in play and runners may advance with liability to be put out.
2. The batter is out if it is the third strike.
3. The ball is dead on any strike.
When strike types d-h occur:
1. The ball is dead.
2. Runners must return to their bases without liability to be put out.

Types of Balls:A ball is called by the umpire:

For each legally pitched ball that:
1. Does not enter the strike zone, or
2. Touches the ground before reaching home plate and is not swung at,
3. Touches home plate and at which the batter does not swing.
For each illegally pitched ball not swung at.

When a Ball Occurs refer to the section titled TYPES OF BALLS.

1. When ball type a occurs:
  1. The ball is in play.
  2. Runners may advance with liability to be put out.
2. When ball type b occurs:
  1. The ball is dead.
  2. Runners may not advance.

Batter if Out: The batter will be called “Out” by the umpire:

1. 1. When the third strike is:
    1. Swung at and missed and the ball touches any part of the batter's person.
  2. When their foot is completely outside the lines of the batter's box and touching the ground, or any part of a foot is touching home plate when he hits the ball fair or foul.
  3. When they bunt foul after the second strike. EXCEPTION: If a runner interferes with:
    1. A fielder attempting to catch a bunted fly ball in foul territory, or
    2. A foul fly ball that a fielder is attempting to catch, the runner is out. The batter-runner will then return to bat with an additional strike on the foul ball, providing the count prior to hitting the ball was less than two strikes.
    3. If this interference, in the umpire’s judgment, is an obvious attempt to prevent a double play, the runner closest to home plate at the time of the interference shall also be called out.
    4. If the bunted fly ball is caught, the ball remains alive and in play.
  4. When he hits a fair ball with the bat a second time over fair territory. EXCEPTION:
    1. If the batter is standing in the batter's box and contact is made while the bat is in their hands, a foul ball is ruled, even if the ball is hit a second time over fair territory.
    2. If the batter drops the bat and the ball rolls against the bat over fair territory, and in the umpire’s judgment, there was no intention to interfere with the course of the ball, the ball should be ruled fair or foul depending on where it comes to rest or is first touched by a player.
  5. When they:
    1. Hinder the catcher from catching or throwing the ball by stepping out of the batter's box, or
    2. Intentionally hinder the catcher while standing within the batter's box, or
    3. Interfere with a play at home plate.
    4. Intentionally interfere with a thrown ball while in or out of the batter’s box.
  6. When a called or swinging third strike is caught by the catcher.
  7. When he has three strikes and first base is occupied, with less than two out.

When a batter is out: refer to the section titled BATTER IS OUT.

1. 1. When out types a-c occur:
    1. The ball is dead.
    2. Each runner must return to the base that, in the umpire's judgment, was touched at the time of the pitch.
  2. When out type e occurs:
    1. The ball is dead.
    2. Each runner must return to the last base that, in the umpire's judgment, was touched at the time of the interference.
  3. When out types f and g occur:
    1. The ball is live.
    2. Runners may advance with liability to be put out.

THE BALL IS DEAD: The ball is dead and not in play in the following circumstances:

When the ball is batted illegally.
When "no pitch" is declared.
When a foul fly ball is not caught.
When the offensive team causes interference.
When a fair-batted ball strikes an umpire, or runner:
1. Before touching a fielder, including the pitcher, and
2. Before passing a fielder, other than the pitcher, without being touched, or
3. After passing a fielder, excluding the pitcher, and in the umpire’s judgment another fielder had a chance to make an out.
When the ball is outside the established playing limits of the playing area.
When an accident to a batter-runner or runner prevents him from proceeding to the awarded base, he may be substituted. The substitute will be allowed to proceed to any awarded bases. The substitute must legally touch all awarded or missed bases not previously touched.
When a wild pitch or passed ball goes under, over or through the backstop.
When the umpire calls “Time”.
When any part of the batter's person is hit with their own-batted ball, while still in the batter's box.
When a runner runs bases in reverse order, either to confuse the fielders, or to make a travesty of the game.
When one or more members of the offensive team stand or collect at, or around, a base to which a runner is advancing, thereby confusing the fielders and adding to the difficulty of making a play.
When a runner fails to keep contact with the base to which they are entitled, until a legally pitched ball has reached home plate.
After each strike or ball.
When a blocked ball is declared.
When, with less than two out and a runner on first base, a fielder intentionally drops a fair fly ball (including a line drive) or bunt that could be caught by an infielder with ordinary effort, after it is controlled with a hand or glove.
When a fielder carries a live ball into dead ball territory.
When “Time” has been called and a defensive player is making an appeal.
When any person, other than a team member, enters the playing field and creates interference.
When the batter-runner steps back toward home plate to avoid or delay a tag by a fielder.
When the pitcher issues an intentional walk to a batter
When any person is injured during the course of play. An injured player results in an immediate dead ball and all runners will return to their last legally held bag.

THE BALL IS IN PLAY: The ball is in play in the following circumstances:

At the start of the game and each half inning, when the pitcher has the ball while standing in a pitching position and the plate umpire has called ''PLAY BALL.".
When a thrown ball goes past a fielder and remains in playable territory.
When a fair ball strikes an umpire, or runner, on fair ground after
1. Passing a fielder, excluding the pitcher, and no other fielder had a chance to make an out, or
2. Touching a fielder, including the pitcher.
When a fair ball strikes an umpire on foul ground.
When the runners have reached the bases to which they are entitled, after the fielder illegally fields a batted, thrown or pitched ball.
When a runner is called out for passing a preceding runner. EXCEPTION: When a runner is called out for passing a preceding runner while the ball is dead, the ball will remain dead.
When no play is being made on an obstructed runner, the ball shall remain alive until the play is over.
When a fair ball is legally batted.
When a runner must return in reverse order, while the ball is in play.
When a runner acquires the right to a base, by touching it before being put out.
When a base is dislodged, while runners are progressing around the bases.
When a runner runs more than 0.91m (3 ft) from their base path in regular, or reverse order, to avoid being touched by the ball in the hand of a fielder.
When a runner is tagged, or forced out.
When the umpire calls the runner out, for failure to return and touch the base when play is resumed after a suspension of play.
When a live ball appeal play is legally being made.
When the batter hits the ball.
When a live ball strikes a photographer, groundskeeper, policeman, etc., assigned to the game.
When a fly ball has been legally caught.
When a thrown ball strikes an offensive player.
If the batter drops the bat and the ball rolls against the bat in fair territory and, in the umpire's judgment, there was no intention to interfere with the course of the ball.
When a thrown ball strikes an umpire.
Whenever the ball is not dead, as provided in the section, THE BALL IS DEAD.
When a thrown ball accidentally strikes a coach.
When a foul tip has been legally caught.
As long as there is a play as a result of the hit by the batter. This includes a subsequent appeal play.
When the ball slips from a pitcher's hand during their windup, or during the back swing.
When a runner is called out, for getting a running start from a base on any fly ball.
When a runner abandons a base, does not attempt to advance to the next base, enters their team area, or leaves the field of play and is called out.
When a runner is called out for being physically assisted by anyone other than another runner. EXCEPTION: When assisted on a foul ball not caught, the ball will remain dead.
The ball remains live until the umpire calls “Time”; this should be done when the ball is held by a player in the infield and, in the opinion of the umpire, all play has ceased.

DELAYED DEAD BALL: There are five situations when a violation of the rule occurs. An umpire recognizes it and the ball remains live until the conclusion of the play. These situations are:

An illegal pitch.
Catcher's obstruction.
Plate umpire interference.
Obstruction.
Detached equipment contacting a thrown ball, a pitched ball, or a fair-batted ball.

Types of Batter-Runners
The batter becomes a batter-runner:

When they legally hit a fair ball.
When the catcher fails to catch the third strike before the ball touches the ground and
1. There are less than two outs and first base is unoccupied (only in Men’s), or
2. There are two outs. This is known as the third strike rule.
When four balls have been called by the plate umpire.
If the pitcher desires to walk a batter intentionally. The pitcher may do this by notifying the plate umpire who shall award the batter first base.
1. If two batters are to be walked intentionally the second intentional walk may not be administered until the first batter reaches first base.
2. The pitcher's notification to the umpire shall be considered a pitch.
3. This can occur at any time prior to a batter beginning and ending their time at bat, regardless of the count.
When the catcher or any other defensive player obstructs, hinders, or prevents the batter from striking at, or hitting a pitched ball.
When a pitched ball not swung at, nor called a strike, touches any part of the batter's person or clothing while he is in the batter's box.
1. It does not matter if the ball strikes the ground before hitting him
2. The batter's hands are not to be considered a part of the bat.

When a Batter Becomes a Batter Runner: refer to the section titled TYPES OF BATTER-RUNNERS

When becoming batter-runner type a and b:
1. The ball is in play.
2. The batter becomes a batter-runner with liability to be put out.
When becoming batter-runner type c:
1. The batter is awarded one base without liability to be put out, provided he advances to and touches first base.
2. If the umpire mistakenly allows two walks at one time and the first batter fails to touch first base, no appeal will be honored on the first batter.
3. The ball is dead and runners may not advance unless forced.
When becoming batter-runner type d:
1. The ball is dead.
2. Runners cannot advance unless forced.
When becoming batter-runner type e:
1. The umpire shall give a delayed dead ball signal with the ball remaining live until the end of play.
2. The manager of the offensive team has the option of: (a) Taking the award for "catcher obstruction", or (b) Taking the result of the play.
3. If the batter hits the ball and reaches first base safely, and if all other runners have advanced at least one base on the batted ball, "catcher obstruction" is cancelled. All action as a result of the batted ball stands. No option is given.
4. Once a runner has passed a base, even if he misses it, he is considered to have reached that base.
5. If the coach/rep does not take the result of the play, "catcher obstruction" is enforced by awarding the batter first base and advancing all other runners only if forced.
When becoming batter-runner type f:
1. The ball is dead.
2. The batter-runner is entitled to one base without liability to be put out (UMPIRES’ DISCRETION: If the pitch was easily avoidable, it can just be called a ball).

Requesting a Runner: A batter may request a runner for reasons of physical disability and/or injury only upon reaching first base or beyond. The substitute runner must be the last player called “out”. Refer to BATTING, BATTERS WITH LIMITING PHYSICAL CONDITIONS.

Batter-Runner is Out:

When the catcher drops the third strike and the batter-runner is legally touched with the ball while off base or thrown out prior to reaching first base. (Women’s: batter is automatic out after 3^rd strike)
When a fielder legally catches a fly ball before it touches the ground, or any object or person other than a defensive player.
When, after hitting a fair ball, the player is tagged while off base or thrown out prior to reaching first base.
When the player fails to advance to first base and instead enters their team area:
1. After a fair ball is hit, or
2. After a base on balls is issued, or
3. Anytime that he may legally advance to first base.
When an Infield Fly is declared.
When, after a player hits a fair ball, they touch only the fair portion of the double base on their first attempt at that base and a play is made at the base.
When they:
1. Run outside the one meter (3 ft) lane and, in the umpire's judgment, interfere with (a) The fielder taking the throw at first base, or (b) The thrown ball, preventing a fielder from making a play at first base. NOTE: A thrown ball striking a batter-runner does not necessarily constitute interference.
2. Interfere with a fielder attempting to field a batted ball. NOTE: The batter-runner may run outside the one-meter line to avoid a fielder attempting to field the batted ball.
3. Interfere with a fielder attempting to throw a ball.
4. Intentionally interfere with a thrown ball.
5. Interfere with a fair-batted ball (out of the batter's box) before reaching first base.
6. Interfere with a dropped third strike (Men ONLY).
  NOTE: If this interference is, in the umpire’s judgment, an obvious attempt to prevent a double play, the runner closest to home plate at the time of the interference shall also be called out.
When they interfere with a play at home plate in an attempt to prevent an obvious out at the plate. NOTE: The runner is also out.
When they step back toward home plate to avoid or delay a tag by a fielder.
If, when using the double base in a force play situation, they touch only the fair portion of the base and collide with a fielder who is about to catch a thrown ball and who is also using the fair portion of the base.
When a member of the team at bat interferes with a player attempting to field a batted foul fly ball.
When a batter touches the orange safety bag and turns inward in an advancing motion towards second base.
1. EXCEPTION: (a) If this interference occurs while there are runners on base, then the runner closest to home at the time of the interference is out. (b) If a runner creates the interference, then the runner is out.
2. In both EXCEPTIONS the batter-runner returns to bat with an additional strike on the foul ball, provided the count prior to hitting the ball was less than two strikes.
3. If this interference is the third out, the batter-runner will return to bat as the lead off batter in the next inning, with the original ball and strike count cancelled.
When, with less than two outs and a runner on first base, a fielder intentionally drops a fair fly ball (including a line drive or a bunt) that could be caught by an infielder with ordinary effort, after it is controlled with a hand or a glove. A trapped ball, or a fly ball allowed to bounce, shall not be considered as having been intentionally dropped.
When the immediate preceding runner who is not yet out intentionally interferes, in the umpire's judgment, with a fielder who is attempting to:
1. Catch a thrown ball, or
2. Throw a ball in an attempt to complete the play.
When any person, other than a team member, enters the playing field and interferes with:
1. A fielder about to catch a fly ball, or
2. A fly ball that a defensive player, in the judgment of the umpire, is able to catch.

When a Batter-Runner is Out: refer to the section titled BATTER-RUNNER IS OUT.

When out types a-e occur:
1. The ball is in play.
2. Runners may advance at their own risk.
When out type f occurs:
1. This is an appeal play and the defensive team loses the privilege of putting the batter-runner out, if the appeal is not made before he returns to first base, after over-running the base.
When out types g-k occur:
1. The ball is dead.
2. All runners must return to the last base legally touched at the time of the pitch. EXCEPTION: If a play is made on a runner prior to the interference, and (a) An out is made on the runner; the result of that play shall stand. (b) No out is made on the runner; the result of that play shall stand, unless the interference by the batter-runner is the third out. Other runners not played on must return to the last base legally held at the time of the pitch.
When out type l or m occurs:
1. The ball is dead.
2. Runners must return to last base held at the time of the pitch.
3. NOTE: If an infield fly is ruled, it has precedence over an intentionally dropped ball.
When out type n occurs:
1. The ball is dead.
2. The runner shall also be called out.
3. All other runners must return to the last base legally held at the time of the interference.
When out type o occurs:
1. The ball is dead.
2. Runners may be awarded a base or bases they would have made, in the umpire's judgment, had the interference not occurred.

Touching Bases in Legal Order: Runners must touch bases in legal order (i.e. first, second, third and home plate). EXCEPTION: If a runner is obstructed at a base preventing the runner from touching that base.

When a runner is returning to
1. The base left before a caught fly ball is first touched, or
2. The missed base, while the ball is in play, they must touch the bases in reverse order.
When a runner or batter-runner acquires the right to a base by touching it before being put out, they are entitled to hold the base until they have legally touched the next base in order, or are forced to vacate it for a succeeding runner.
When a runner dislodges a base from its proper position neither they nor succeeding runner(s) in the same series of plays are compelled to follow a base unreasonably out of position.
Two runners may not occupy the same base
Failure of a preceding runner to touch a base, or to leave a base legally on a caught fly ball and who is declared out does not affect the status of a succeeding runner who touches bases in proper order. EXCEPTION: If the failure to touch a base in regular order or to legally tag up on a caught fly ball is the third out of the inning, no succeeding runner may score a run.
No runner may return to touch a missed base or one left illegally, after a following runner has scored, or they leave the field of play.
Bases left too soon on a caught fly ball must be retouched prior to advancing to awarded bases.
Awarded bases must be touched in legal order. EXCEPTION: Unless a runner is obstructed at a base preventing the runner from touching that base.
A player must use the white half of the first base safety bag if they have the intent to move towards second base in their same at bat.

WHEN TOUCHING BASES IN LEGAL ORDER: refer to the section titled BATTER-RUNNER IS OUT.

When a occurs:
1. The ball is in play.
2. Runners must return with liability to be put out.
When b or c occurs:
1. The ball is in play.
2. Runners may advance, or return, with liability to be put out simultaneously.
When d occurs:
1. The runner who first legally occupied the base shall be entitled to it, unless forced to advance.
2. The other runner may be put out, by being touched with the ball.
When e-h occur:
1. The runner shall be declared out, if the defense makes a legal appeal before the next legal or illegal pitch.

Runners Are Entitled To Advance With Liability To Be Put Out: In all of these scenarios, runners are entitled to advance with liability to be put out and the ball is in play.

When a pitched ball crosses the plate.
On a thrown ball or fair batted ball that is not blocked.
On a thrown ball that hits an umpire.
When a legally caught fly ball is first touched.
When a fair batted ball:
1. Strikes an umpire or a runner after having passed a fielder other than the pitcher and provided no other fielder had a chance to make an out, or
2. Has been touched by a fielder, including the pitcher.
When a live ball becomes lodged in a defensive player’s uniform or equipment.

A Runner Forfeits Their Exemption From Liability To Be Put Out

If, at any time, they fail to touch a base he is entitled to before attempting to make the next base. EXCEPTION: If a runner is obstructed at a base preventing the runner from touching that base.
If, after overrunning first base, they attempt to continue to second base.
If, after dislodging a base, they attempt to continue to the next base.
If, on an illegal pitch not hit, they attempt to advance beyond the one base to which they are legally entitled.
When advancing beyond an entitled base due to
1. A fielder intentionally contacting a thrown ball with detached equipment.
2. A fielder intentionally contacting a fair batted ball with detached equipment.
When advancing beyond a protected or awarded base when they have been obstructed.
When advancing beyond one base on an illegal pitch that is also a passed ball or a wild pitch.
When advancing beyond the base to which they are forced because of a base on balls being issued to the batter.

Runners Are Entitled To Advance Without Liability To Be Put Out:

When forced to vacate a base because the batter was awarded a base on balls.
When a fielder prevents the runner from making a base, or impedes the progress of a runner or batter-runner who is legally running bases; if the fielder is
1. Not in possession of the ball, or
2. Not in the act of fielding a batted ball, or
3. Making a fake tag without the ball.
4. In possession of the ball and they push a runner off a base in an attempt to gain an out, or
5. In possession of the ball, but not in the act of making a play on the runner which intentionally impedes the progress of that runner or batter-runner who is legally running the bases.
When a wild pitch or passed ball goes under, over, through or lodges in the backstop. In this scenario, the ball is dead. All runners are awarded one base only. The batter is awarded first base only on the fourth ball.
When a fielder intentionally contacts, or catches a fair batted, thrown, or pitched ball with THEIR cap, helmet, mask, protector, pocket, detached glove or any part of the uniform that is detached from its proper place on their person.
1. EXCEPTION: On a pitched ball, that eludes the catcher and is retrieved with detached equipment there is no penalty if (a) The runner(s) are not advancing, (b) No apparent play is possible, or (c) No advantage is gained.
2. NOTE: The batter may only advance to first base on ball four, or on a dropped third strike. In each situation, they may advance farther at their own risk, as the ball remains alive.
When the ball is in play and is overthrown (beyond the boundary lines) from the field.
When any person, other than a team member, enters the playing field and interferes with:
1. A fielder about to catch a fly ball, or
2. A fly ball that a defensive player is able to catch, or
3. A fair ball ground ball, or
4. A fielder about to field or catch a thrown ball, or
5. A fielder about to throw a ball, or
6. A ball thrown by a fielder.

WHEN ADVANCING WITHOUT LIABILITY: Refer to the corresponding scenarios described in the section above, RUNNERS ARE ENTITLED TO ADVANCE WITHOUT LIABILITY TO BE PUT OUT.

In scenario b, when any obstruction occurs (including a rundown):

A Delayed Dead Ball should be signaled, with the ball remaining alive until the end of the play.
The obstructed runner, and each other runner affected by the obstruction, will always be awarded the base or bases they would have reached, in the umpire's judgment, had there been no obstruction.
If the umpire feels there is justification, a defensive player making a fake tag could be ejected from the game.
If the obstructed runner is put out prior to reaching the base he would have reached had there not been obstruction, a dead ball is called.
The obstructed runner and each other runner affected by the obstruction will be awarded the base, or bases, they would have reached, in the umpire's judgment had obstruction not occurred.
An obstructed runner may never be called out between the two bases where he was obstructed.

EXCEPTIONS:

If the obstructed runner commits an act of interference after the obstruction is ruled, or the runner is legally appealed for (a) Missing a base, unless the runner has been obstructed at that base and the obstruction prevents them from touching the base, or (b) leaving a base before a fly ball was first touched, of (c) after
If the obstructed runner safely obtains the base he would have been awarded, in the umpire’s judgment, and there is a subsequent play on a different runner, the obstructed runner is no longer protected between the bases where the runner was obstructed, and may be put out. The ball remains alive.

NOTE: Obstructed runners are still required to touch all bases in proper order, or they could be called out on a proper appeal by the defensive team. EXCEPTION: If a runner is obstructed at a base preventing the runner from touching that base.

In scenario e, the following occurs:

All runners, including the batter-runner, shall be awarded two bases, and the award will be governed by the position of the runners when the ball left the fielder's hand.
Runners may return to touch a base left too soon on a caught fly ball, or a missed base.
If two runners are between the same bases, the award is based on the position of the lead runner.
EXCEPTION:
1. When a fielder loses possession of the ball such as on an attempted tag, and the ball enters the dead ball area or becomes blocked, each runner is awarded one base from the last base touched at the time the ball entered the dead ball area.
2. If a runner touches the next base and returns to the original base, the original base he left is considered the "last base touched'' for purposes of an overthrow award.
3. If the ball becomes blocked due to offensive team equipment, the ball is ruled dead and runners are returned to the last base touched at the time of the blocked ball. If the blocked ball prevented the defense from making a play, the runner being played on is called out. (If this player has scored prior to the blocked ball being ruled, the runner closest to home is called out).

NOTE: A fielder carrying a live ball into the dugout or team area to tag a player is considered to have unintentionally carried it there.

In scenario f, the following occurs:

The ball is dead.
Runners may advance to the base or bases they would have reached, in the umpire's judgment, had the interference not occurred.

In scenario g, when a ball is lodged in (a) Umpire gear or clothing, or (b) In offensive player’s clothing:

The ball is dead.
The runners are advanced to the base or bases they would have reached, in the umpire’s judgment, had the ball not been lodged.

A RUNNER MUST RETURN TO THEIR BASE: A runner must return to their base, but need not touch the intervening bases:

When a batted ball is declared foul.
When the umpire declares the ball to have been illegally batted.
When a batter-runner is called out for interference.
When the on-deck batter, or any other non-playing team member, creates interference.
When a pitched ball hits a batter.
When, with less than two out and a runner on first base, a fielder intentionally drops a fair fly ball (including a line drive or a bunt) that could be caught by an infielder with ordinary effort, after it is controlled with a hand or a glove. NOTE: If an infield fly is ruled, it has precedence over an intentionally dropped ball.
When a batter, or runner, is called out for interference.
When the plate umpire, or their clothing, interferes with the catcher's attempt to retire a runner stealing, or on an attempted pickoff play. NOTE: If, on a passed ball or wild pitch, a thrown ball from the catcher hits the umpire, it is not umpire interference and the ball remains live.

WHEN A RUNNER MUST RETURN TO THEIR BASE: refer to the section titled A RUNNER MUST RETURN TO THEIR BASE.

In scenarios a-f:
1. The ball is dead.
2. The runner must return, without liability to be put out, to the last base legally held at the time of the pitch, unless forced to advance because the batter became a batter-runner.
In scenario g:
1. The ball is dead.
2. The runner must return, without liability to be put out, to the last base legally held at the time of the interference, unless forced to advance because the batter became a batter-runner.
In scenario h:
1. A Delayed Dead Ball should be signaled, with the ball remaining live until the conclusion of the play.
2. If the runner being played on:
  1. Is ruled out, the out will stand and the ball is live.
  2. Is ruled safe, the ball is dead and all runners return to the last base held at the time of the throw.

THE RUNNER IS OUT:

When, while running to any base in regular or reverse order, they run more than 0.91m (3 ft) from the base path to avoid being touched by the ball in the hand(s) of a fielder.
When, while the ball is in play and they are not in contact with a base, they are legally touched with the ball in the hand(s) of a fielder.
When, on a force play, a fielder:
1. While holding the ball, contacts the base to which the runner is forced to advance.
2. Touches the ball to the base before the runner reaches the base.
3. Tags the runner before they reach the base. NOTE: If a forced runner, after touching the next base, retreats for any reason toward the base they had last occupied, the force play is reinstated.
When, while the ball is in play, they fail to return to touch the base they previously occupied or missed and a legal appeal is made.
When anyone, other than another runner, physically assists them while the ball is in play. NOTE: If a fly ball is caught on the play, the batter-runner will also be out.
When they physically passes a preceding runner before that runner has been called out.
When the player leaves the base to advance to another base before a caught fly ball has touched a fielder.
When the player fails to touch the intervening base, or bases, in regular or reverse order. EXCEPTION: If a runner is obstructed at a base preventing the runner from touching that base.
When the batter-runner becomes a runner by touching first base, passes it, then attempts to run to second base and is legally touched with the ball in the hand(s) of a fielder, while off base.
When, in running or sliding for home plate, they fail to touch it, makes no attempt to return to it and a fielder holds the ball in their hand(s), while touching the plate, and appeals to the umpire for a decision.
When they are struck with an untouched fair-batted ball in fair territory while off base, and in the umpire's judgment, any fielder had an opportunity to make an out.
When they intentionally kick a ball that a fielder has missed.
When they interfere with a fielder attempting to field a fair-batted ball, regardless of whether the ball has first been touched by another fielder, including the pitcher, or intentionally interferes with a thrown ball.
When, after a runner, batter or batter-runner has been declared out, or after a runner has scored, the runner, batter or batter-runner interferes with a defensive player’s opportunity to make a play on another runner. A runner continuing to run and drawing a throw will be considered a form of interference. NOTE: The runner closest to home plate, at the time of the interference, will be called out.
When one or more members of the offensive team stand at, or collect around, a base to which a runner is advancing, thereby confusing the fielders and adding to the difficulty of making the play.
When the coach near third base runs in the direction of home plate on or near the baseline, while a fielder is attempting to make a play on a batted or thrown ball, and thereby draws a throw to home plate. NOTE: It is the runner closest to home plate that shall be called out.
When a coach or any other non-playing team member:
1. Intentionally interferes with a thrown ball or
2. Interferes with the defensive team's opportunity to make a play on a runner, or batter-runner. NOTE: It is the runner closest to home plate, at the time of the interference, which shall be declared out.
When a defensive player has the ball, and is waiting for the runner, and the runner remains on their feet and deliberately crashes into the defensive player. NOTE: If the act is determined to be flagrant, the offender shall be ejected.
When they run bases in reverse order either to confuse the fielders or to make a travesty of the game.
When they fail to keep contact with the base to which they are entitled, until a pitched ball touches the ground, reaches home plate or is batted.
When they fail to keep contact with the base to which they are entitled, until a legally pitched ball crosses the plate.
When the player abandons a base and enters their team area, or leaves the field of play, while the ball is alive.
When a batter-runner, interferes with a play at home plate, in an attempt to prevent an obvious out on an advancing runner at the plate.

WHEN THE RUNNER IS OUT: refer to the section titled RUNNER IS OUT.

In scenarios a-f:
1. The ball remains in play.
2. EXCEPTION: In scenario f, when the runner passes a preceding runner during a dead ball play, the ball will remain dead.
In scenarios g-j: These are appeal plays and the runner will not be out unless the appeal is made legally.
1. Appeals may be made while the ball is alive or dead, but the defensive team loses the privilege of making an appeal if it is not made (a) Before the next legal, or illegal, pitch. (b) Before all fielders have clearly vacated their normal fielding positions and have left fair territory on their way to the bench or dugout area. If a fielder makes the appeal, the fielder must be in the infield when making the appeal. (c) In the case of the last play of the game, before the umpires have left the field of play.
2. DEAD BALL APPEAL: Once the ball has been returned to the infield and "Time" has been called, or the ball becomes dead, any defensive team member in the infield, with or without possession of the ball, may make a verbal appeal on a runner missing a base, or leaving a base too soon on a caught fly ball. The administering umpire should acknowledge the appeal, and then make a decision on the play. No runner may leave their base during this period, as the ball remains dead until the next pitch. EXCEPTION: A runner who has left a base too soon on a caught fly ball, or who has missed a base, may attempt to return to such base while the ball is dead.
3. NOTE: (a) If the ball goes out of play, the dead ball appeal cannot be made until the plate umpire places a new ball into the game. (b) If the pitcher has possession of the ball and is in contact with the pitching plate when making a verbal appeal, no Illegal Pitch is called. (c) If the umpire has declared “Play Ball” and the pitcher then requests an appeal, the umpire would again call “Time” and allow the appeal process.
4. Additional out appeals may be made after the third out as long as they are made properly and are made to remove a run or made to reinstate the correct batting order.
In scenarios k-m:
1. If this interference, in the judgment of the umpire, is an obvious attempt to prevent a double play, the immediate succeeding runner shall also be called out.
2. The ball is dead.
3. Other runners must return to the last base legally held at the time of the interference, unless forced to advance because the batter became a batter-runner.
In scenarios n-r:
1. The ball is dead.
2. Other runners must return to the last base legally held at the time of the interference, unless forced to advance because the batter became a batter-runner.
In scenario s:
1. The ball is dead.
2. All other runners must return to the last base legally held at the time of the runner being declared out, unless forced to advance because the batter became a batter-runner.
In scenarios t-u:
1. The ball is dead.
2. A "No Pitch" is declared.
3. Other runners must return to the last base legally held at the time of the pitch.
In scenario w:
1. The ball is dead.
2. The batter-runner is also declared out.
3. The other runners must return to the last base held at the time of the pitch.

The Runner Is Not Out:

When the runner is behind, or in front of the fielder and outside the base path, in order to avoid interfering with a fielder attempting to field the batted ball in the base path.
When the runner does not run in a direct line to the base, provided the fielder in the direct line does not have the ball in their possession.
When more than one fielder attempts to field a batted ball and the runner comes in contact with the one who, in the umpire's judgment, was not entitled to field the ball.
When the runner is hit with a fair, untouched batted ball while off base, that in the umpire's judgment, no fielder had an opportunity to make an out.
When the runner is hit with a fair, untouched batted ball over foul territory and, in the umpire's judgment, no fielder had an opportunity to make an out.
When the runner is hit with a fair-batted ball after it touches, or is touched by, any fielder, including the pitcher, and they could not avoid contact with the ball.
When the runner is touched while off base:
1. With a ball not securely held by a defensive player, or
2. With a hand or glove of a defensive player and the ball is in the other hand.
When the defensive team does not request the umpire's decision on an appeal play until after the next legal or illegal pitch, or until after all fielders have clearly vacated their normal fielding positions and have left fair territory on their way to the bench or dugout.
When a batter-runner becomes a runner, by touching first base, passes it and then returns directly to the base.
When the runner is not given sufficient time to return to a base. They will not be called out for being off base before the pitcher releases the ball and they may advance as though having left the base legally.
When the runner has legally started to advance. They may not be stopped by the pitcher receiving the ball while on the pitching plate, nor by the pitcher stepping onto the plate while holding the ball.
When the player holds their base until a fly ball touches a fielder and then attempts to advance.
When a player is hit by a fair, untouched batted ball, while in contact with their base, unless the player intentionally interferes with the ball, or a fielder making a play. NOTE: The ball will become dead or remains alive, depending on the position of the fielder closest to the base.
When they slide into a base and dislodge it from its proper position. The base is considered to have followed the runner. NOTE: A runner reaching a base safely will not be out for being off that base, if it becomes dislodged. They may return to that base without liability to be put out when the base has been replaced. A runner forfeits this exemption, if they attempt to advance beyond the dislodged base before it is again in proper position.

POWER AND DUTIES
The umpires are the representatives of the league or organization by which they have been assigned to a game, and as such, are authorized and required to enforce each section of these rules. They have the power to order a player, coach, captain or manager to do or omit to do any act which in their judgment is necessary to give force and effect to one or all of these rules and to inflict penalties as herein prescribed. The plate umpire shall have the authority to make decisions on any situations not specifically covered in the rules. Their duties are as follows:

The umpires should introduce themselves to the coaches, representatives and acting members.
The umpires should inspect the playing field boundaries, equipment and clarify all ground rules to both teams and their coaches.
Each umpire shall have the power to make decisions on violations committed any time during playing time or during suspension of play until the game is over.
Neither umpire has the authority to set aside or question decisions made by the other within the limits of their respective duties as outlined in these rules.
An umpire may consult their associate at any time. However, the final decision shall rest with the umpire whose exclusive authority it was to make the decision and who requested the opinion of the other.
In order to define their respective duties, the umpire judging balls and strikes shall be designated as the '"Plate Umpire," the umpire judging base decisions as the "Base Umpire."

The plate umpire or base umpire shall have equal authority to:

Call a runner out for leaving a base too soon.
Call ''TIME" for suspension of play.
Remove, or eject, a player, coach or manager from the game for violation of rules.
Call all illegal pitches.
The umpire shall declare the batter or runner out without waiting for an appeal for such decision in all cases where such player is retired in accordance with these rules.

Unless appealed to, the umpire does not:

Call a player out for having failed to touch base, leaving a base too soon on a fly ball, batting out of order, being an unreported substitute, being an Illegal Re-Entry, the replacement player or returning withdrawn player do not report, or making an attempt to go to second after reaching first base, as provided in these rules.
Penalize a team for infraction of a rule when imposing the penalty would be to the advantage of the offending team.

Failure of umpires to adhere to these rules shall not be grounds for protest. These are guidelines for umpires.

THE PLATE UMPIRE
Shall take a position in back of the catcher, (or behind the pitcher in certain circumstances) He shall have full charge of, and be responsible for, the proper conduct of the game.

The Plate Umpire shall:

Wear a black facemask.
Wear a body protector and shin guards (Optional but highly recommended).
Call all balls and strikes.
By agreement and in cooperation with the base umpire (if required) call plays, hit balls, fair or foul, legal or illegal caught balls. On plays that would necessitate the base umpire leaving the infield, the plate umpire shall assume the duties normally required of the base umpire.
Render base decisions when required to do so.
Determine when a game is forfeited.
Maintain a running score, in the event of a scoring discrepancy between teams.
Assume all duties, when assigned as a single umpire to a game.
Shall determine and declare whether:
1. A batter bunts, or chops, a ball.
2. A batted ball touches the person, or clothing, of the batter.
3. A fly ball is an infield or an outfield fly.

THE BASE UMPIRE
Shall take such positions on the playing field as required in accordance with the relevant umpire systems and assist the plate umpire in every way, to enforce the rules of the game.

RESPONSIBILITIES OF A SINGLE UMPIRE: If only one umpire is assigned, their duties and jurisdiction shall extend to all points. The umpire's starting position for each pitch shall be from behind home plate. On each batted ball or play that develops, the umpire shall move out from behind the plate and into the infield to obtain the best position for any play that develops.

CHANGE OF UMPIRES
Umpires cannot be changed during a game by the consent of the opposing teams, unless an umpire is incapacitated by injury, or illness.

UMPIRE'S JUDGMENT
There shall be no appeal from any decision of any umpire, on the grounds that they were not correct in their conclusion as to whether a batted ball was fair or foul, a runner safe or out, a pitched ball a strike or ball, or on any play involving accuracy of judgment.

No decision rendered by any umpire shall be reversed, except that if they are to be convinced it is in violation of one of these rules.
In case the coach or representative, or either team does seek a reversal of a decision based solely on a point of the rules, the umpire whose decision is in question shall, if in doubt, confer with an associate before taking any action. But under no circumstances shall any player or person, other than the coach or team representative of either team, have any legal right to protest on any decision and seek its reversal, on a claim that it is in conflict with these rules.
Under no circumstances shall any umpire seek to reverse a decision made by their associates, nor shall any umpire criticize or interfere with the duties of an associate, unless asked to do so.
The umpires, in consultation, may rectify any situation in which the reversal of an umpire's decision, or a delayed call by an umpire, places a batter-runner or runner in jeopardy, or places the defensive team at a disadvantage. NOTE: This correction is not possible after one legal, or illegal, pitch has been thrown, or if all players on the defensive team have abandoned fair territory.

SIGNALS:

To indicate that play shall begin or be resumed; the umpire shall call "PLAY BALL" and, at the same time, motion the pitcher to deliver the ball.
A STRIKE shall be indicated by raising the right hand upward, indicating the number of strikes by the fingers and, at the same, time calling "STRIKE" in a clear and decisive voice, followed by calling the number of the strike.
To indicate a BALL, no arm signal is used. The number of the ball follows the call of "BALL".
To indicate the total COUNT of balls and strikes, the balls are called first.
To indicate a FOUL, the umpire shall call "FOUL BALL" and extend an arm horizontally away from the diamond, according to the direction of the ball.
To indicate a FAIR BALL, the umpire shall extend an arm toward the center of the diamond, using a pumping motion.
To indicate a batter or runner OUT, the umpire shall raise the right hand upward above the right shoulder, with fist closed.
To indicate that a player is SAFE, the umpire shall extend both arms horizontally to the side of the body, with palms toward the ground.
To indicate suspension of play, the umpire shall call "TIME" and, at the same time, extend both arms above the head. The other umpires shall immediately acknowledge the suspension of play, with similar action.
To indicate a DELAYED DEAD BALL, the umpire shall extend the left arm horizontally, with fist closed.
To indicate a TRAPPED BALL, the umpire shall extend both arms horizontally to the side of the body, with palms toward the ground.
To indicate a GROUND RULE DOUBLE, the umpire shall extend the right hand above the head and at the same time indicate, with two fingers, the number of bases awarded.
To indicate a HOME RUN, the umpire shall extend the right hand, with closed fist closed, above the head and circle the arm in a clockwise movement.
To indicate NOT TO PITCH, the umpire should raise one hand, with the palm facing the pitcher. "NO PITCH" shall be declared, if the pitcher pitches while the umpire has their hand in said position.

SUSPENSION OF PLAY
An umpire may suspend play when, in their judgment, conditions justify such action.

Play shall be suspended whenever the plate umpire leaves their position to brush the plate, or to perform other duties not directly connected with the calling of plays.
The umpire shall suspend play whenever a batter, or pitcher, steps out of position for a legitimate reason.
An umpire shall not call "TIME", after pitcher has started the windup.
An umpire shall not call "TIME", while any play is in progress.
In case of injury, except in the umpires' judgment with a serious injury (which may put the player in danger), "TIME" shall not be called until all plays in progress have been completed, or runners have been held at their base.
1. In the case of injury, when time is called, the ball is dead and runner(s) may be awarded a base or bases that they would have made, in the umpire’s judgment, had the injury not occurred.
Umpires shall not suspend play at the request of players, coaches or managers, until all action in progress by either team has been completed.
When, in the opinion of an umpire, all immediate play is apparently completed, "TIME" should be called.

VIOLATIONS
Players, coaches and acting representatives shall not make disparaging, or insulting, remarks to, or about, opposing players, officials, or spectators, or commit other acts that could be considered unsportsmanlike conduct. Smoking of any kind, vaping, consumption of alcohol or Illegal substances at the park is strictly prohibited by the league and city. Please respect this rule in order not to jeopardize the league and its relations with the City Parks Commission.

PLAYER PENALTIES
The penalty for violations by a player is either prompt REMOVAL, or EJECTION, of the offender from the game.

TEAM MEMBER PENALITIES
The penalty for violations by a coach, acting representative or other team member shall be:

For a first offense, the offender may be warned.
For a second offense, or if a first offense is considered serious enough by the umpire, the offender is EJECTED.

REMOVAL
A player REMOVED from the game may sit on the bench but shall not participate further in the game except as a coach. Failure of a person so REMOVED, to leave the game immediately, will warrant a forfeiture of the game.

EJECTION:

In the event the COACH or Team Rep is ejected from a game, they shall submit to the umpire the name of the person who is to assume the coach or team rep duties for the remainder of the game.
A player, coach or acting representative, or other team official EJECTED from the game, shall leave the immediate grounds IF REQUESTED.
Failure of a person so EJECTED, to leave the game immediately, will warrant a forfeiture of the game.
Any ejected player will donate $20 to BBC prior to their next game.

UMPIRE GAME RESPONSIBILITIES
B’nai Brith Sports of Canada expects umpires to follow this list where applicable:

Confirm/measure the bases and pitching mound prior to each game. Assist if needed to secure them.
All pitchers must wear a face mask. If no face mask and are not able to borrow- a default will occur.
Receive a new ball from the home team and a good ball from the visiting team.
Review the rosters prior to game time Mark Letter P beside pitcher. SIGN THE WINNING score sheet at end of game to make it official.
Umpires are reminded that only 3 pitches to warm up the pitcher after the first inning. No ball in the infield after the first inning. The use of a called BALL OR STRIKE if the hitter or pitcher are not ready within 30 sec. of “Play Ball”.
Coaches can show the umpire our League House Rules in the Score book when needed.
To start a game 7 players are required, teams may use up to 4 POOL/FILL IN players per game to reach team maximum. 9-men, 10-women- UMPIRES do not verify this. Teams will monitor.
Any issues that occur during the game are to be reported to the [email protected].
Umpire to detail what occurred (ejection or verbal issues from players etc) and state the team name and the players involved for disciplinary issues and to file for future use.
Dress Code: Unless provided by your UIC or BBOA: Please wear Black/Blue shirt and dark pants, face mask. Option for chest protector and shin guards. Handheld counter (balls, strikes, innings)

Protests That Will Not Be Received
Protests shall not be received, or considered, if they are based solely on a decision involving the accuracy of judgment on the part of an umpire, or if the team lodging the protest won the game. Examples of protest that will not be considered are:

Whether a batted ball was fair, or foul.
Whether a runner was safe, or out.
Whether a pitched ball was a strike, or a ball.
Whether a pitch was legal, or illegal.
Whether a runner did, or did not, touch a base.
Whether a runner left the base too soon on a caught fly ball.
Whether a fly ball was, or was not, caught legally.
Whether it was, or was not, an Infield Fly.
Whether there was, or was not, an interference.
Whether there was, or was not, an obstruction.
Whether a player/live ball, did/didn’t, enter a dead ball area, or touch some object/person in a dead ball area.
Whether a batted ball did, or did not, clear the fence in flight.
Whether the field is fit to continue, or resume, play.
Whether there is sufficient light to continue play.
Any other matter involving only the accuracy of the umpire's judgment.

Protests That Will Be Received
Protests that shall be received and considered include matters of the following types:

Misinterpretation of a playing rule.
Failure of an umpire to apply the correct rule to a given situation.
Failure to impose the correct penalty for a given violation.
NOTE: Protests for the above must be made before the next pitch, or before all infielders have left fair territory or, if on the last play of the game, before the umpires leave the playing field. After one pitch has been thrown (legal or illegal), no change can be made on any umpire’s ruling.
Eligibility of a team roster member.
NOTE: Protests for the above are to be submitted to the head umpire and/or submitted to BBSC within 24hrs after the game, and with the correct protest fee applicable.

Protests Involving Judgement and Interpretation of Rule
Protests may involve both a matter of judgment and the interpretations of a rule. An example of a situation of this type follows: With one out and the runners on second and third bases, the batter flied out. The runner on third tagged up after the catch, the player on second did not. The runner on third crossed the plate before the ball was played at second base for the third out. The umpire did not allow the run to score. The questions as to whether the runners left their bases before the catch and whether the play at second was made before the player on third crossed the plate are solely matters of judgment and cannot be protested. The failure of the umpire to allow the run to score was a misinterpretation of a playing rule and was a proper subject for protest.

Notification of Intent To Lodge Protest
The notification of intent to protest must be made immediately before the next pitch. (EXCEPTION): Player ineligibility.

The Coach (or acting Coach) of the protesting team shall immediately notify the plate umpire that the game is being continued under protest. The plate umpire shall, in turn, notify the opposing coach.
All interested parties shall take notice of the conditions surrounding the making of the decision that will aid in the correct determination of the issue.
NOTE: On appeal plays, the appeal must be made before the next pitch, legal or illegal or before the defensive team has left the field. For the purpose of this rule, the defensive team has "left the field" when the pitcher and all players have left fair territory, on the way to the bench or dugout area.

Timeframe in Which To Lodge An Official Protest
The official written protest must be filed within a reasonable time. A protest must be submitted in WRITING WITH A $100 NON-REFUNDABLE FEE WITHIN 24HRS OF the game. The team rep or coach should email BBSC.

Information Required For Written Protest
The formal written protest should contain the following information.

The date, time and place of the game.
The names of the umpires and scorers.
The rule and section of the Official Rules, or local rules, under which the protest is made.
The decision and conditions surrounding the making of the decision.
All essential facts involved in the matter protested.

Results of Protest
The decision made on a protested game must result in one of the following:

The protest is found invalid and the game score stands as played.
When a protest is allowed for misinterpretation of a playing rule, the game is replayed from the point at which the incorrect decision was made, with the decision corrected.
When a protest for ineligibility of a team roster member is allowed, the game shall be forfeited by the offending team.

Governed by The Official Softball Canada Rule Book for Modified Pitching except for the following:

All players must be B’nai Brith Canada members in good standing. Coaches are responsible to have team finalized by June 1^st, with a min. of 12 players registered by May 1^st.
Only team captains or designates who are on the team roster may approach the umpire during the game.
Home team will supply 1 new ball, visiting team 1 good second ball.
Teams to shake hands after the game while walking across the pitching mound.
Home team to have bases in 10 min. prior to game time. Safety bag must be used at first base. It is advised the second game take over the 1^st games bases and give them their bags. Visitor may take home team advantage if required to put in their bases. If no one has bases, it is a double default.

TEAMS ARE TO SUPPLY THEIR OWN BASES

Bases are 65 feet apart, and the pitching rubber is 46 feet from the plate. Women: Pitching rubber is preferred for safety at 46ft may pitch from 40’-46’.
Min. 7 players to start, (max. 9 on the field for men 10 for woman) 10 min. grace period for early game.

Teams may use up to 4 POOL players in regular season ONLY to reach field maximum. Subs must be identified at the umpires’ conference.
All players must bat and be rotated into the field. Games will end after 7 innings OR Mercy rule applied. No new inning after 1hr40. Game is over at max. of 1hr55 or lights curfew. If time permits and it’s a tie extra innings may be played. Women’s game: 1h30m duration or advised at game time. Scores revert to the last full inning played.
Playoff games must finish at least 5 innings, if a tie, the game will continue till completion.
Run mercy limit: Each team will be allowed a maximum of 6 runs for innings 1-4. The inning is considered OVER once the 6^th run has scored. Unlimited runs from 5th onward. After innings 5 and 6, if a team leads by 18 runs, the game is a MERCY.
Unlimited courtesy runners for a maximum of 4 players. The courtesy runner must be the person furthest from the batter (usually last out) in the line-up unless this is an injured player, in which case the runner would then be the next person. Women: Pinch runner for injured players only, batter must run to first base.

COACHES ARE NOTIFIED BY 4PM IF A GAME IS CANCELLED DUE TO FIELD CONDITIONS.

Teams must show up at the park rain or shine unless told otherwise. Games called due to bad weather or poor field conditions will be considered official after 4 innings are played, or 3.5 innings if the home team is ahead in regular season. Games stopped prior, will be rescheduled if time permits. Regular season games after Aug. 1^st cannot be guaranteed to be rescheduled. We try to guarantee a minimum of 12 season games.

Pitchers may pitch up a division as a sub, but not drop to a lower div to pitch as a sub. If a player is registered on more than one team, they are not able to pitch in both divisions.
Pitchers MUST wear a face mask, may wear a Trapper instead of a regular glove in all Divisions.
Numbered shirts-REQUIRED BY JULY 1. Shorts are permitted but not recommended.
Stealing is allowed only once the ball crosses the plate. Women: No steeling.
Bunting is allowed. If shown a bunt and then you swing away, you are OUT. Second occurrence by any player is an EJECTION.
Commitment Line is halfway between third and home. Safety Line is at home plate. No tagging allowed past the Commitment Line; Runner cannot touch the plate except to avoid a collision. A runner may not slide at home. A runner sliding at home is out.
POOL players must be added to the bottom of the regular line up. Players arriving late will be placed after the POOL. Fill in players will not be sent home and are to be notified to the ump and opposition.
A DEFAULT WILL RESULT IN A LOSS OF 1 POINT AND A $100 PENALTY*.
Players may leave the game at any time without penalty if 7 players remain.
No hard plastic, or metal cleats are allowed. An umpire can ask a player to remove cleats should they feel they are a safety risk.
Jewellery may be worn but is not recommended. A player may be asked to remove jewellery (excluding any medical ID jewellery) if the umpire deems it unsafe or distracting. If the player does not comply, they may be removed from the game.
Balls are supplied by BBSC:12 inch Hot Dots are used for all divisions.
All bats must have one of the following symbols to be used:

Any bat that appears on the WBSC Softball Approved Bat List and has a current ISF certification stamp (2005 only), or that appears on the USA Softball Approved Bat List and has an ASA 2000 or 2004 certification stamp, will also be accepted for play.

GAME FLOW POLICY

Pitchers will only get 3 warm ups per inning. NO INFIELD BALLS AFTER 1^ST INNING.
MERCY RULES APPLIES TO REGULAR and PLAYOFF GAMES.
Batters must be ready to bat following the warm up. If they are not, a warning is issued, followed by a call of a STRIKE, or BALL if the pitcher is delaying the game.
Except for fill-in/POOL players, a team’s line-up must consist only of BBC members on their ROSTER.
Mercy Rule of 6 runs per inning maximum for first 4 innings only. Any subsequent inning is “open”. Should any team lead after the 5^th or 6^th inning by 18 runs, the game will be called.
Any ejected player will donate $20 to BBC AND ARE REQUIRED TO SIT OUT THE NEXT GAME.

MODIFIED Pitching Regulations

The pitching action must resemble that of a straight bowling motion or a figure eight, NO BEND IN THE ELBOW AT THE PEAK OF THE BACKSWING.
At no time can a pitcher’s arm rise above the shoulder or be more then (1’) one foot from the leg.
At least ONE FOOT must start at or on the rubber (NOT IN FRONT with heel touching) with one clear and immediate step forward. If stepping back*, a pause must occur prior to proceeding forward. (no stepping to the side OR BACK if starting with Both Feet on the rubber*). A Foot can drag after release of the ball, hop step is ILLEGAL.
The pitcher may release the ball PALM facing down.
No windmill/sling-shot pitch is permitted. Turning/twisting the body toward 1^st or 3^rd and bending the elbow during the backswing is defined as a slingshot pitch and is illegal.

Charged defensive conferences – One charged conference per inning will remain in effect before a pitcher must be removed from the pitching position. A second conference will result in the pitcher being removed.
An appealed call must follow proper softball protocol and be done by the Captain/coach or Pitcher.

2025 Playoff participation policy
Players must be on the team roster and have played in a min of 50% of games*. A protest must be filled with the office within 24hrs of games.

1	BATTING ORDER	Exception: All Players in the lineup must bat.
2	OFFICIAL DIAMOND	Exception: Shall have 65’ base paths and pitching distance of 46’. Women-65’ base and 40’- 46’ pitching.
3	BUNTING	Exception: If a batter shows bunt, s/he cannot pull back and swing away. Penalty: First instance, batter is out and warning issued to both teams. Second instance by any batter is an ejection.
4	COMMITMENT LINE	Exception: The commitment line is drawn half the distance between 3rd base and home plate. The line is on the foul side of the foul line perpendicular to the base path. A runner from third passing the commitment line must continue to home. (Cross line and foot planted)
5	SAFE LINE	Exception: The safe line is a line parallel to the commitment line, drawn from home plate closest to 3rd base. It stops within 3 feet of home plate. A base runner from third base may not touch home plate but must cross over the safe line and touch ground. The runner is out if the fielder/ catcher catches the ball while he is touching home plate before the runner crosses the safe line. A runner may touch home plate to avoid a collision. SLIDING IS NOT PERMITTED you will be called out.
6	OFFICIAL SOFTBALL	Exception: BBSC will provide official softballs. The home team is to provide one new ball and the visiting team is to provide one good condition ball. Balls to be used: 12-inch for Men and Women.
7	GLOVES & TRAPPERS	Exception: Pitcher may wear a trapper on the mound.
8	PROTECTIVE EQUIPMENT	Exception: A Catcher must wear a face mask. Chest protector & shin guards - optional. All players on base and in batting circle must wear a helmet. ALL Pitchers MUST wear a facemask while on the mound.
9	UNIFORMS	Exception: All Players to have numbered shirts, caps, shorts are optional.
10	COACHES	Exception: BBSC SCORE BOOK is required, complete Home and Away line ups. WINNERS Game sheet to be signed by UMPIRE!
11	LINE UP CARDS AND ROSTERS	Exception: Late arrivals will be allowed to enter the field if team is short at the beginning of the next half inning and to be placed at the bottom of the batting order. Subs to be presented prior to game.
12	PLAYERS	Exception: MAX 9 fielders in men’s, 10 in women’s division.
BBSC	STARTING PLAYERS	Exception:Up to 4 POOL players may be added to field a full team.
13	PLAYERS	Exception: 7 players per team are required to start or continue a game.
14	RE-ENTRY	Exception: Unlimited substitutions in the field.
15	JEWELLERY	Exception: Jewellery is allowed to be worn, however not recommended. A player may be asked to remove an item if the umpire deems it unsafe or distracting. If the player does not comply, player can be ejected.
16	REPLACEMENT RUNNER	Courtesy runners are allowed for a maximum of 4 players unlimited. The runner must be the person furthest from the batter in the line-up unless this is an injured player, in which case the runner would then be the next person. Women: Runners allowed only for injured players.
17	REGULATION GAME	Exception: Tie games will stand at the completion of 7 innings or time except for playoffs. Extra innings if time permits. Scores will revert to last complete inning.
21	REGULATION GAME	Exception: A game called by the plate umpire will be regulation if the home team is winning after 3.5 innings or if the visiting team is winning after 4 innings.
24	MERCY RULE	Exception: 6 run limit per inning for innings 1-4, Innings 5-7 will be open. A game will be called by the home plate umpire if one team is leading by 18 runs after 5 of more complete innings.
25	TIE BREAKER	Exception: Regular season games will end in a tie at the end of the innings or time allocation. Tie Breakers are to be used for playoffs only. Player on base must be person furthest from batting. (International Tie Breaker)
26	CHARGED CONFRENCE	Exception: One charged conference per inning is permitted. 2nd conference and pitcher must be removed from the pitching position. A charged conference is defined as a meeting between a pitcher and a team mate that interrupts the flow of the game.
27	PITCHING	Exception: The pitch action must resemble that of a straight bowling motion or figure eight, NO bend in the elbow at the peak of the backswing. Pitcher cannot bring the ball more than a foot away from their body during delivery. Pitcher may release ball PALM facing down. Slingshot/Windmill pitching is NOT allowed. Arm may not go above shoulder in delivery. A Pitchers may be removed from mound due to multiple illegal pitches resulting in delay of game.
28	SCORING	Exception: Each team must keep track of each plate appearance using BBSC LEAGUE supplied score books. Scores to be emailed by 12pm following day to: [email protected] UMPIRES to sign and print their name in the winning team’s book at end of game.
29	4-PITCH INTENTIONAL WALK	With bases empty: Any intentional walk or 4 direct pitches without providing the batter an option to hit (pitched strike): Batter receives a double and is placed at second base. (only exception is weather conditions)
30	Women’s D2	Any foul tip after 2 strikes in the count, the batter is out and ball is dead.

Playoff & Division Struction

Elimination Rounds and FINALS information:

During elimination rounds and finals, TEAMS can ONLY use players that are currently on their roster. There will be no fill-in or pool players allowed on the field. If caught using an illegal player a suspension will be given. Our RULES allow you to have as little as 7 players to start and continue a game. If a team is short players (less than 7) they will default the game. In elimination games the winner moves on. During the FINALS, no games can be shifted. Each game is separate so if you default on the 1^st game, it is considered a loss.
ANY PLAYER, COACH EJECTED FROM A GAME IS TO LEAVE THE PARK.

BBSC will upload the games into a MASTER SCHEDULE. As the season ends, BBSC will take the current standings and adjust them for those teams that may have lost points due to default. All divisions will receive an updated standings report after the season.

BBSC will be replacing the numbers 1,2,3,4,5,6, etc. with teams that are ranked in each division.

THE HIGHEST SEEDED TEAM WILL ALWAYS PLAY THE LOWEST RANKED TEAM AT END OF SEASON.

RULES TO FOLLOW:

Only players on the roster are eligible to play.
RAIN POLICY: Teams must show up at the park – rain or shine unless told otherwise. Games called due to bad weather or poor field condition will be official after 5 innings are played. Teams will be notified by 4pm if BBSC cancels the games. If NO announcement, the games are proceeding. Notification will be given at the field by the UMPIRE if required. NO EXCEPTIONS!
Rainouts will most likely be played on the earliest SUNDAY or day available.

Teams having defaulted or forfeited 3 or more regular season games may have their playoff eligibility removed.

PLAYOFF GAMES RULES

ALL TEAMS MUST RECORD AND OFFER THEIR TEAM LINE UP TO THE OPPOSING TEAM AT GAME TIME.

Any player abusing an official will be suspended! No swearing or chirping at umpires/calls/rules or risk getting ejected from the game.

All questions or concerns during a game should be directed to the Home Plate ump by the CAPTAIN OF THE TEAM.

Only roster players can play. A 10 min. grace is given to reach 7, you can start and continue with 7. Substitute players are NOT permitted.

Games start as scheduled.

To keep the game efficient and to make sure we get our min. 5 innings in.

NO balls on the field after the 1^st inning. After 1^st inning only 3 warm-ups for the pitcher.
Have your bags in 10 min prior to game time. (YELLOW markings at Chapley are 65 feet)
FROM SCHEDULED START TIME=Last inning is 1 hr. 40 min. FINAL PITCH is 1 hr 55min. (the earlier you start the better chance of getting all innings in) Time adjustment for injury at the umpires discretion.
TIE-BREAKER (PLAYOFFS ONLY): Starting with the top of the eighth inning, and each half inning thereafter, the offensive team shall begin its turn at bat with the player who is scheduled to bat ninth (in that respective half-inning being placed on second base. )
1. The player who is running can be substituted in accordance with the substitution rules.
2. If an incorrect runner in the line-up is placed on second base, this error may be corrected as soon as it is noticed. There is no penalty.
Mercy rules are still in effect. Innings 1-4=6runs. 18 run spread is a MERCY-anytime after 5^th inning is complete.
Tie Breakers are to be used for playoffs only. Player is placed on SECOND base to start extra inning. (must be person furthest from batting. International Tie Breaker)
ALL PITCHERS MUST WEAR A FACE SHIELD TO PITCH- shin guards highly recommended.

Park Ground Rules

PARK GROUND RULES:

The umpire is responsible for discussing ground rules at the start of each game and adjusting them as conditions change. Any home run over the fence: hitter is to fetch the ball rather than run the bases. Only team coach/rep may approach the umpire for appeal.

A Batter must be on deck, ready for next at bat.
